Minutes   
1.      Vote to accept the minutes of the Regular Meeting held February 16, 2016.

Open to Public  
2.      Vote to open the meeting to the public.

Small Cities Program
3.      Vote to adopt Resolution #143164 authorizing and directing the Mayor to file an application by the City of Torrington in an amount not to exceed $400,000, and to file such Application with the Commissioner of the Department of Housing, to provide such additional information, to execute such other documents as may be required by the Commissioner, to execute an Assistance Agreement with the State of Connecticut for State financial assistance if such an Agreement is offered, to execute any amendments, rescissions, and revisions thereto, to carry out approved activities and to act as the authorized representative of the City of Torrington.

Rescind Vote: Streetlight Master Plan
4.      Vote to rescind the unanimous vote from November 16, 2016 that approved the Streetlight Master Plan dated October 1, 2014, updated on October 28, 2015.

Mayoral Appointments
5.      Vote to accept the Mayor’s appointment of Melanie McMillan as an Alternate on the Planning & Zoning Commission for a five-year term to expire December 1, 2020.

6.      Vote to accept the Mayor’s appointments to the Economic Development Commission, as presented.  Term expiration dates are February 9, 2018, February 9, 2019 and February 9, 2021.

7.      Vote to accept the Mayor’s appointments to the Coe Memorial Park Committee, as presented.

Naugatuck River Greenway
8.      Vote to support the 2015 Recreation Trails Grant Application for the Naugatuck River Greenway.
             
Fair Housing
9.      Vote to adopt Resolution #143165 re-endorsing a Fair Housing Policy.
10.     Vote to readopt the Fair Housing Policy for 2016.

Tax Refunds
11.     Vote to accept the recommendation of the Tax Collector and authorize the refunds indicated on the list dated 2/25/2016.

WPCA - Sewer Tax Refunds
12.     Acting herein as the Water Pollution Control Authority, vote to accept the recommendation of the Tax Collector and authorize the sewer usage refunds indicated on the list dated 2/25/2016.

Contingency Funds:  Board Of Education IT Audit
13.     Vote to authorize the City Comptroller to expend $2,800 from contingency line item 0010.0047.5651.0000 for unanticipated costs relating to the Board of Education Information Technology Audit.

Purchasing
14.     Vote to authorize the Purchasing Agent to enter into a contract for Diesel, #2 Fuel and Gasoline with the low bidder as presented, if the price is no greater than 10% over the bid price on March 8, 2016.

15.     Vote to accept the recommendation of Purchasing Agent and Superintendent of Parks and Recreation to award the Carriage House Renovations at Coe Memorial Park in the amount of $33,500.00 to Valley Restoration, LLC, of Torrington, CT with the following additions if found to be necessary:
•     Trim Replacement - $4.50 LF
•     Clap Board Replacement - $5.00 LF
•     Fascia - $3.00 LF
•     Rafter Tails $30.00 each
